Technology is likely to play an important role in helping countries ease their restrictions.

Many governments are working on mobile virus-tracking apps and other technology, keen for automated solutions to the time-consuming task of tracing an infected person’s contacts.

The apps can detect when a user comes near someone who is infected.

Activists and researchers worry about the privacy implications.

“We can’t allow our response to this pandemic to be used as a justification for compromising people’s digital safety and security,” said Michael Kleinman, director of Amnesty International’s Silicon Valley Initiative.

The Czech Republic, another country with few Covid-19 deaths, also moved to ease restrictions, opening smaller stores, zoos, botanical parks, fitness centres and driving schools.

Public gatherings of up 10 people are allowed but social distancing and face masks remain mandatory.

In a boost for the economy, the three Czech plants of Skoda Auto belonging to Germany’s Volkswagen renewed production on Monday. The company employs some 34,000 people.

In other encouraging signs, Italy on Sunday recorded its lowest 24-hour number of deaths since mid-March, with 260.

New York state registered its fewest since late last month, with 367.

In China, state-run media said hospitals in Wuhan, the pandemic’s original epicentre, no longer have any Covid-19 patients.

In the US, the split over when and how to ease the restrictions has often been along partisan lines.

Oklahoma governor Kevin Stitt, a Republican, said that with hospital admissions dropping, he will reopen churches and restaurant dining on Friday while keeping social-distancing guidelines.

But Michigan governor Gretchen Whitmer, a Democrat, told ABC her state is not ready and needs more robust testing, community tracing and a plan for isolating the sick.

“We’ve got to be nimble and we have to follow the science and be really smart about how we reengage,” she said.

WASHINGTON (AP) – President Donald Trump took executive action to order meat processing plants to stay open amid concerns over growing coronavirus cases and the impact on the nation’s food supply.

The order signed Tuesday uses the Defense Production Act to classify meat processing as critical infrastructure to try to prevent a shortage of chicken, pork and other meat on supermarket shelves. Unions fired back, saying the White House was jeopardizing lives and prioritizing cold cuts over workers’ health.

More than 20 meatpacking plants have closed temporarily under pressure from local authorities and their own workers because of the virus, including two of the nation’s largest, one in Iowa and one in South Dakota. Others have slowed production as workers have fallen ill or stayed home to avoid getting sick.

“Such closures threaten the continued functioning of the national meat and poultry supply chain, undermining critical infrastructure during the national emergency,” the order states.

The United Food and Commercial Workers International Union, which represents 1.3 million food and retail workers, said Tuesday that 20 food-processing and meatpacking union workers in the U.S. have died of the virus. An estimated 6,500 are sick or have been exposed while working near someone who tested positive, the union says.

As a result, industry leaders have warned that consumers could see meat shortages in a matter of days. Tyson Foods Inc., one of the world´s largest food companies, ran a full-page advertisement in The New York Times and other newspapers Sunday warning, “The food supply chain is breaking.”

“As pork, beef and chicken plants are being forced to close, even for short periods of time, millions of pounds of meat will disappear from the supply chain,” it read.

Tyson suspended operations at its pork plant in Waterloo, Iowa after a slew of infections, and Smithfield Foods halted production at its plant in Sioux Falls, South Dakota, after an outbreak infected 853 workers there.

The 15 largest pork-packing plants account for 60% of all pork processed in the U.S., and the country has already seen a 25% reduction in pork slaughter capacity, according to UFCW.

A senior White House official said the administration was trying to prevent a situation in which a “vast majority” of the nation’s meat processing plants might have temporarily closed operations, reducing the availability of meat in supermarkets by as much as 80%.

The official, who spoke on condition of anonymity to discuss the order before its release, said the White House was also working with the Labor Department to provide enhanced safety guidance for meatpacking workers. That will include trying to minimize the risk to workers who may be prone to serious complications from the virus, including strongly recommending those over the age of 65 and with preexisting conditions stay home.

The order, which was developed in consultation with industry leaders including Tyson and Smithfield, is designed, in part, to provide companies with additional liability protections in case workers get sick.

Trump on Tuesday said the order would address what he described as a “legal roadblock.” It will “solve any liability problems where they had certain liability problems and we´ll be in very good shape.”

But UFCW International President Marc Perrone said that more must be done to protect the safety of workers.

“Simply put, we cannot have a secure food supply without the safety of these workers,” he said in a statement, urging the administration “to immediately enact clear and enforceable safety standards” and compel companies to provide protective equipment, make daily testing available to workers, and enforce physical distancing, among other measures.

Stuart Appelbaum, president of the Retail, Wholesale Semi trucks and Department Store Union, said the administration should have acted earlier to put safety measures in place.

“We only wish that this administration cared as much about the lives of working people as it does about meat, pork and poultry products,” he said.

And Kim Cordova, president of UFCW Local 7, which represents 3,000 workers at the JBS meat processing plant in Greeley, Colorado, said the order “will only ensure that more workers get sick, jeopardizing lives, family´s income, communities, and of course, the country´s food supply chain.”

The administration is working with companies to help them secure protective equipment, like face shields and masks, and ramp up testing, the official said. The Centers for Disease Control and Prevention and the Occupational Safety and Health Administration have issued extensive guidelines on steps companies and workers should take.

Protecting workers can be especially challenging at plants that typically employ thousands of people who often work side-by-side carving meat, making social distancing all but impossible. Some companies have been working to reduce infections by checking workers’ temperatures, staggering breaks and altering start times. Owners said they have also done more to clean plants and added plastic shields between workstations.

When outbreaks have happened, local public health agencies have pushed in some cases for temporary closures so they can limit wider outbreaks in communities and conduct mass testing to determine who is carrying the virus. Some plants have also briefly closed for deep cleaning and to install new safety measures.

Yet concerns about working conditions persist and have led some to walk off the job. In central Minnesota, some workers at the Pilgrim´s Pride poultry plant walked out Monday night to protest the company’s record on worker safety.

Mohamed Goni, an organizer with Greater Minnesota Worker Center, said workers have complained the company is not sharing information about sick colleagues, has not implemented social distancing on the line, and that workers who were sick returned after just two or three days, and some workers who developed symptoms were not allowed to leave when they asked to go home.

“The company refused, saying there would be a shortage of workers,” Goni said, adding that 80% to 85% of the plant´s workers are Somali.

“They have other family members living with them – elderly, children, people with underlying conditions. So if one of them brings that to their homes, it´s going to be more worse and a more serious problem,” Goni said.

Cameron Bruett, head of corporate affairs for JBS USA and Pilgrim´s, said in an email that employees are never forced to work or punished for an absence due to health reasons.

“We will endeavor to keep our facilities open to help feed the nation, but we will not operate a facility if we do not believe it is safe. The health and safety of our team members remains our number one priority,” Bruett said.

In South Dakota, Gov. Kristi Noem has said she hopes to see a reopening plan for Smithfield this week, but sidestepped questions Tuesday about whether she agreed with Trump´s order, which might have prevented the Sioux Falls plant from shutting down if it had been in place earlier.

“We need to keep (plants) running, but we also need to protect people,” Noem said.

Coronavirus deaths in the country rose by 260 on Sunday, the smallest daily tally since March 14, the Civil Protection Agency said.

The number of new infections was the lowest since April 20 at 2,324 from 2,357 on Saturday.

Sunday’s death toll was sharply down from 415 on Saturday, to mark the third daily fall in succession.

Conte reiterated that any restart would have to be gradual, and said companies would have to introduce strict health safety measures before opening their doors.

Newspapers have said industries where the contagion risk is low, such as manufacturing and Wholesale Semi trucks businesses, would be allowed to open on May 4. Retailers could then reopen on May 11 and bars and restaurants on May 18, under tough conditions.

The lockdown has put a strain on the euro zone’s third largest economy and Italian business leaders have called for the restrictions to be eased to head off economic catastrophe.

Rome has introduced a series of measures including state-backed loans to help businesses stay afloat. But some businessmen have complained about delays in implementing them.

He also said the government was working on a series of measures to help industry by cutting bureaucratic red tape.

Asked about schools, Conte said the plan was to reopen them in September. But he added studies showed the risk of contagion was very high. Teaching remotely is working well, he said.

Nearly 200,000 Italian companies have asked authorities for permission to be able to operate during Italy’s lockdown, either because they help essential businesses or because they deem themselves strategic for the national economy.

The interior ministry said a streamlined procedure is being implemented that ‘trusts the sense of responsibility of individual business persons’ in allowing companies to resume operations.

The ministry’s local authorities can verify that a company respects Covid-19 safety rules, including social distancing.

Most of the requests have come from three northern regions that are among Italy’s most productive, but also among those most heavily hit by coronavirus cases.

The number of confirmed cases in Italy as of Sunday was 197,675, the third highest global tally behind those of the United States and Spain.

People registered as currently carrying the illness rose to 106,103 from 105,847 on Saturday.

There were 2,009 people in intensive care on Sunday against 2,102 on Saturday, maintaining a long-running decline. Of those originally infected, 64,928 were declared recovered against 63,120 a day earlier.

The agency said 1.187 million people had been tested for the virus against 1.148 million the day before, out of a population of around 60 million.

Virus-ravaged Europe nudges some doors open, not others

PARIS (AP) – Europeans are starting to venture outside after weeks of confinement, scarred by a virus that has overwhelmed some of the world’s best health care systems and killed more than 120,000 in the continent, yet yearning to rediscover signs of normalcy.

Leaving lockdown looks different in Berlin than it does in Madrid, however, as each government sets its own rules and pace for letting Europe´s half a billion people taste freedom again. Here are some of the measures being rolled out:

FRANCE

France outlined a plan Tuesday to open up some shops, farmers’ markets, schools and small museums starting May 11 – but only if the country can keep infections under control.

Restaurants, parks, major museums and other businesses that underpin the all-important tourism economy will stay shuttered until at least June 2. French people will be allowed to venture farther from home starting May 11, but only up to 100 kilometers (60 miles) away.

To ward off a second wave of infections, France will conduct at least 700,000 virus tests a week, and everyone taking public transport, taxis or shared car services will be required to wear a mask. The French government is also working on a virus tracing app, which has raised privacy concerns.

SPAIN

Spain´s 7-week-old lockdown is one of the world’s strictest, and its government announced Tuesday a cautious, four-phase approach toward a “new normal.”

Children under 14, who were kept inside for weeks, are now allowed to go outside for an hour a day. Everyone will be able to leave their homes to play sports, do exercise or take a stroll starting Saturday.

If they’ve taken necessary precautions, street stores can open May 11, but not malls. Tourist accommodation can also reopen, except for common areas.

In Phase Two, restaurants, museums and monuments can allow visitors up to a third of normal capacity.

Educational establishments will reopen for children under age six whose parents are both at work, for children who have fallen behind in their studies, and for students to sit university entrance exams. Schools will not fully reopen before September.

The rollback will occur at different speeds in the country´s provinces. Each will be measured according to “markers,” such as the number of infections, the economic status of people in the area and the local health service´s capacity, before advancing to the next phase.

A total of 23,822 deaths in Spain are attributed to the new coronavirus, with more than 210,000 people infected.

ITALY

Italy, hit earliest and hardest of any country in Europe, has already begun a gradual reopening, with some strategic industries such as car exporters allowed to resume production this week.

Starting May 4, Italians will be able move around a bit more freely within their regions, including in parks – which have been closed for weeks to ward off a virus that has killed more than 27,000.

Funerals will be allowed, but Catholic churches will still be barred from holding Mass.

On May 18, retail shops and museums can reopen, and soccer clubs and other teams can restart training. Bars and restaurants, beauty salons and barber shops can reopen starting in June. Schools remain closed until September.

GERMANY

Germany, which has lost 6,000 people to the virus but has managed to contain it better than other world powers, began its first steps to ease restrictions on April 20, allowing smaller shops to reopen while sticking to strict social-distancing measures and bans on large gatherings of people.

Everyone using public transport or shopping must wear a mask. Shops of up to 800 square meters (8,600 square feet) have been permitted to reopen, along with some other businesses like car dealers and bicycle shops.

German schools have been closed since mid-March and the government hopes to be able to reopen them step by step from May 4, with the oldest students returning first. Hairdressers are also allowed to open then.

GREECE

Greece’s prime minister outlined a plan Tuesday for lifting a lockdown that has been credited with keeping the coronavirus death toll and number of critically ill patients low.

Outdoor individual sports will be permitted again starting May 4, and bookshops, hair salons and electronic stores will reopen. Restaurants, hotels and malls won’t open until June 1.

Playgrounds and public beaches will remain closed, and travel outside of people´s home region off limits for now. Working hours will be staggered to reduce interaction, and masks will be compulsory on public transport, hair salons and in hospitals, and strongly recommended elsewhere.

High school seniors will restart classes on May 11, followed a week later by the rest of high school and junior high grades. Primary schools and kindergartens will remain closed, and might open on June 1. Children considered at risk will continue studying at home.

BRITAIN

Pubs, Rolls Royce factories, souvenir shops and schools are among the many facilities still closed in Britain, which is about a week or two behind other countries in Europe with regard to the coronavirus pandemic.

With more than 21,000 coronavirus deaths recorded in U.K. hospitals, the government has been careful not to openly consider how to ease the most onerous lockdown measures, currently due to last at least until May 7.

In an early sign of change, however, the National Health Service is starting to restore services put on pause to deal with the pandemic, starting with cancer care and mental health services.

Archive footage from China’s state media shows scientists from a mysterious virus lab in Wuhan studying ‘a novel coronavirus found in bats’ two years ago.

The video report, aired on state broadcaster CCTV in 2018, has sparked controversy since it was reposted onto the internet after the emergence of COVID-19, which is also caused by a novel coronavirus. 

Shi Zhengli, a lead researcher from the institute, told reporters that the pathogen featured in the clip was different from the strain of coronavirus that has triggered the pandemic.

The CCTV report was filmed in the Wuhan Institute of Virology, an affiliation of the Chinese Academy of Sciences.

Startling theories claim that the current coronavirus was leaked from the establishment, which has China’s only lab with the highest biosafety level of P4.

The US has launched an official investigation to find out if the coronavirus first crossed to humans accidentally during experiments with bats at the lab.

US President Trump also said that he intended to bill China more than $160billion for a ‘substantial’ amount for damages caused by the deadly disease.

China insisted that the WHO found no evidence that the novel coronavirus was man-made.

Dr Yuan Zhiming, the deputy head of the institute, told state media earlier this month ‘there’s no way’ the new strain of coronavirus, known as SARS-CoV-2, originated there.

Shi, who specialises in bat viruses, said in February that she ‘guaranteed with her own life’ that the outbreak was not related to her workplace.

Sources said American analysts will present their findings ‘in the near term’ to Trump, who will then huddle with aides to determine how to hold China accountable for the pandemic 

According to the CCTV report, which was released on April 5 in 2018, researchers identified and separated a new strain of novel coronavirus from Chinese rufous horseshoe bats, which are native to East and South Asia.

Experts confirmed that the strain was responsible for a large-scale outbreak of a fatal disease in pigs in southern China a year earlier.

The outbreak emerged in the province of Guangdong in 2017 and caused the death of more than 20,000 piglets, Shi said in a previous paper. 

The virus has been named SADS-CoV, which stands for the Swine Acute Diarrhoea Syndrome coronavirus.

Scientists said they had developed a vaccine and antibody for the SADS coronavirus, adding that they believed the bug could not be passed on to humans.

But they warned that it was similar to the SARS coronavirus, which could be spread to people.

SARS, or Severe Acute Respiratory Syndrome, caused an outbreak in 2002. The disease killed 775 people globally in the space of eight months.

‘The research shows that mankind must actively monitor the viral infections in bats and other wild animals,’ the CCTV report urged.

The consensus among scientists directs the origin of SARS-CoV-2, the ongoing novel coronavirus, to wild animals, most likely bats.

Experts suspect that the virus jumped onto humans from bats through an intermediate host, which remains unknown.

Chinese scientists previously said that the virus likely came from the Huanan Seafood Wholesale Semi trucks Market in Wuhan, which sold live wild animals.  

The emergence of SARS and SADS, together with another coronavirus-related disease MERS (Middle East Respiratory Syndrome), led Shi and her team to warn of the possibility of human-based coronavirus outbreaks in China in a study from January last year.

Shi, nicknamed the ‘Bat Woman’, allegedly sequenced the genes of SARS-CoV-2 in three days after the epidemic emerged, but was silenced by her boss.

In the article, the team highlighted the likelihood of another coronavirus epidemic in China by analysing three large-scale outbreaks caused by SARS, MERS and SADS respectively.

It said that all three pathogens were coronaviruses and could be traced back to bats, and two of them had originated in China.

The researchers urged: ‘Thus, it is highly likely that future SARS- or MERS-like coronavirus outbreaks will originate from bats, and there is an increased probability that this will occur in China.

‘Therefore, the investigation of bat coronaviruses becomes an urgent issue for the detection of early warning signs, which in turn minimizes the impact of such future outbreaks in China.’

The team pointed out that China’s size, population and biodiversity could propel the spread of the potential bug.

It also underlined the Chinese tradition of favouring fresh meat.

‘Chinese food culture maintains that live slaughtered animals are more nutritious, and this belief may enhance viral transmission,’ the paper read.

A team led by Shi already discovered in 2018 that humans might be able to catch the coronavirus directly from bats after conducting studies, according to Beijing News.

Since its emergence in Wuhan in December, the latest coronavirus has swept across the world.

The bug has killed 4,633 people and infected 82,858 in China, according to latest government figures.

Worldwide, more than 218,000 people have lost their lives and over three million have fallen ill in the pandemic.
